15 years of Major Initiatives

Over the past 15 years EHCA has undertaken a number of major initiatives in coordination with the respective government agency(s) to maintain and improve the lifestyle and environment of the Emerald Hill Estate Including:

PROJECTS PAST & CURRENT

Upgrading of Estate Wide Landscaping

  • Re-defining and ongoing maintenance of landscaping of all common areas. An ongoing program in coordination with NParks and URA Conservation

  • Establishment with NParks of an ongoing program of maintaining and replacement of mature trees within the Estate

Refuse Removal and Recycling Program

  • Replacing over 400 individual refuse and recycling bins with 4 refuse and recycling centres. A co-ordinated program with NEA, URA Conservation and NParks

  • Active partnership with NEA as to Dengue Fever and other health & pest control situations within the Estate

Traditional Colour Scheme

  • Development of a gazetted enforceable regime for a 'traditional scheme’ for exterior painting of conserved buildings, in conjunction with URA Conservation

No Smoking and Noise Controlled Zones

  • In coordination with NEA and URA Conservation have extended the Orchard Road No Smoking Zone into the Estate, where possible

  • instituted the Singapore island wide residential zone noise controls, as to sound levels and quiet hours

Parking

  • Addressed illegal parking blocking access, over sidewalks and in common areas in concert with URA Parking

  • Developed ongoing program with URA Parking as to Season Parking for residents

Roadways and Sidewalks

  • On going program, in conjunction with the relevant authorities as to the repair and resurfacing of public access sidewalks and roadways within the Estate. Inclusive of repairing and retaining the only paving stoned roadways in Singapore

Blockage of Five Foot Ways / Back Lanes / Common Areas

  • Address on an ongoing basis, the blocking of 5-foot and alley ways by plants and storage of surplus materials. Assistance as to enforcement, from the relevant authorities

  • Addressed, in conjunction with the relevant authorities, the congestion and safety concerns at the Orchard Road entrance to the Estate, caused by the blocking of the roadway by commercial facilities and illegal parking

New Construction & Development in Surrounding Areas

  • Being a strong and passionate voice needed for the Estate as to working with the authorities, as well as responding to activities infringing on the Estate from surrounding areas (residential and commercial developments)

Infrastructure Maintenance and Upgrading

  • Repair and replacement of aging infrastructure (roadways, walkways and lighting) in conjunction with the relevant authorities

  • Working with government agencies, have instituted an ongoing improvement and replacement program for rain water drainage and PUB electrical infrastructure

Non-conforming use of Property

  • Curtailing of illegal occupation and use of properties in conjunction with the relevant authorities

Introduction and Coordination of Communication, Cultural & Heritage Activities

  • EHCA gives the estate a common vision and purpose when so many of the residences are rented out, as opposed to being owner occupied

  • Development of an interactive website for communications with owners and residents. Provides an information access point for residents of and visitors to Singapore

  • Active interaction with URA Conservation on Traditional Painting Scheme, Architectural Awards, Storyboard Plaques and other cultural and historical initiatives
